About Canada-Ukraine Foundation:
Canada-Ukraine Foundation is a two-star charity that is not financially transparent. It has a C+ results reporting grade, which is below average. For every dollar donated to the charity, 96 cents are available to go to the cause, which is outside Ci's reasonable range.
Canada-Ukraine Foundation is the most requested charity by donors in 2023. Despite our numerous calls, voice messages and emails, we got no response from Canada-Ukraine Foundation. This financial review uses Canada Ukraine Foundation's 2022 financial statements received from the CRA Charities Directorate under the Access to Information request. This is the most recent information available.
Founded in 1995, Canada-Ukraine Foundation (CUF) raises funds to deliver assistance projects generated by Canadians for Ukraine. The charity now raises funds to help the Ukrainians affected by the war. The charity states that 17.7 million people in Ukraine were in need of urgent humanitarian assistance in 2022, including 3.4 million children. The charity funds eight programs: Ukraine Humanitarian Appeal, Displaced Ukrainians Appeal, Canada Ukraine Surgical Aid, Holodomor Education, Dzeherelo, Veterans of Ukraine Fund, Aid for Artists, and Canadian Friends of Hockey in Ukraine. CUF’s T3010 reports it spent $5.9 million on its programs and $22.4 million on grants in 2022. The charity does not provide a financial breakdown of its programs.
Ukraine Humanitarian Appeal launched in January 2022 in support of the war. The charity works alongside the Ukrainian Canadian Congress to provide humanitarian assistance to civilians impacted by Russia’s invasion of Ukraine, including relief for displaced persons in Europe and Canada. The charity helped Hope WorldWide Canada start a training program for 240 psychologists and social workers to provide psychological help to 9,900 children. In 2022, CUF purchased 11 ambulances for Ukraine’s Ministry of Health and 1,000 new sets of firefighting gear. It also purchased 50 mobile generators designed for repair work in the year. CUF sent 20 Vacuum-Assisted Closure machines for wound infection treatment in hospitals in Western Ukraine and three months of medicine for 100,000 displaced Ukrainians. CUF also delivered 8,000 food boxes to Moldova and 3,000 food boxes to Romania to displaced Ukrainians.

Displaced Ukrainians Appeal supports Ukrainians escaping war conditions that are arriving in Canada. The charity creates projects to help Ukrainian families transition to Canadian living. CUF created 36 Ukrainian-Canadian summer camps, of which four are in BC, 12 are in Alberta, five are in Saskatchewan, four are in Manitoba, six are in Ontario, and five are in Quebec.
Canada Ukraine Surgical Aid Program provides care to patients affected by the war in Ukraine. The charity states that during five days of surgeries, it was able to complete 40 procedures.
Holodomor Education aims to educate Canadians on the Holodomor famine-genocide that killed millions of people in Ukraine in 1932-1933. CUF runs a Holodomor National Awareness Tour and Holodomor Mobile Classroom. The charity reports it attended 21 community events, engaged 1,750 people, and gave 49 lessons to 1,048 students in Ontario.
Dzeherelo is a rehabilitation in Lviv, Ukraine. The charity helps patients overcome challenges and attain their potential through education and rehabilitation services.
Veterans of Ukraine Fund provides rehabilitation to Ukraine’s wounded soldiers and veterans.
Aid for Artists provides Canadians a chance to support art and artists of Ukraine. The goal is to preserve and advance Ukrainian culture.
Canadian Friends of Hockey in Ukraine develops youth hockey in Ukraine. The program began in 2018 and offers high-level coaching and training to young players and distributes new and gently-used hockey equipment.

Results and Impact
Canada-Ukraine Foundation states that since February 2022, it has provided 300,000 14kg boxes of food that provided meals to 850,000 people in Ukraine, Moldova, and Romania. It has also provided 53 tonnes of medicine that reached 790,500 patients in Ukraine.
The charity reports that between December 2022 and March 2023, 140,000 food boxes at 14kg each will feed 350,00 people. It will also supply 27,000 kg of medicine and hospital supplies that will be delivered to 78 hospitals in Northern and Eastern Ukraine.
While Ci highlights these key results, they may not be a complete representation of the charity's results and impact.

Canada-Ukraine Foundation’s audited financial statements are not publicly available. Ci received the financial statements after requesting them from the government. The most recent financial statements available are the 2022 financial statements. The charity does not use activity based costing. Charity Intelligence used the charity's T3010 filing with the CRA to help allocate expenses.
CUF received $60.0m in donations in 2022, a 1,924% increase compared to $3.0m in 2021. Administrative costs are less than 1% of revenue (excluding investment income), and fundraising costs are less than 1% of donations. This results in total overhead spending of 1%. For every dollar donated to the charity, 99 cents are available to go to the cause, which is outside Ci's reasonable range. Ci's reasonable range is from 65-95 cents.
