About Gates of Mercy:

DONOR ADVISORY: April 4, 2019 Canada's Charities Directorate revoked Gates of Mercy's charitable status following an audit. 

Established in 1991, Gates of Mercy is a fundraising charity that distributes funds to provide relief of poverty, educational subsidies and bursaries as well as donations to other registered charities. According to its F2017 T3010 filing with the CRA, it spent $8.2m (87% of program and grant costs) on programs and projects outside of Canada. In F2017 it spent $3.8m on activities in Israel, $3.3m on activities in the United States, and $1.2m on activities in Chile. In addition, Gates of Mercy granted $1.2m (13% of program and grant costs) to registered charities in Canada. The charity’s T3010 filing indicates $246k was distributed to Beth Oloth, $169k to Bikur Cholim, $150k to KH Meoroth, and $114k to Dana Charitable Organization in F2017. 

The Charities Directorate revoked Beth Oloth's charity status in January 2019. In the Charities Directorate's extensive audit, it notes an association between Beth Oloth and Gates of Mercy.

Gates of Mercy does not have a website and reported its first full-time paid employee in F2017. All information in this report was gathered through the charity’s T3010 filing and unaudited financial statements which were provided by the CRA.

Finances

Gates of Mercy is a Large charity with $10.2m in donations in F2017, a 147% increase compared to F2015. Administrative costs were 1% of total revenues and the charity has not reported fundraising costs since F2011. For every dollar donated to the charity, $0.99 goes towards its programs and grants, which falls outside Ci's reasonable range for overhead spending. Gates of Mercy reduced its loans payable from $1.2m in F2016 to $276k in F2017 due to a large surplus of cash flows in F2017. The charity remains in debt with loans payable exceeding its liquid assets of $252k. It is unclear whether these loans are interest-bearing.
